Is there away to do either?

You can do both. From your score, tap on the settings icon (that looks like a gear wheel) and choose Score Setup...
In the next window, you can add instruments, just like when you originally set up the score. To rearrange them, tap on Edit. At the right end of each instrument label, you will see an icon that looks like three horizontal bars. You can drag the instruments up or down from there. Tap Done, when you are.
