Where can you find them and customize them ?
Is there a special file structure ?

For Win7, it's:

C:\Program Files (x86)\NOTION 3\Support\PluginData\EWQL\Rules

Use an XML editor, like Notepad2

(I suppose that you cant write anything in any way in these files)
