What I have suggested before, though, is that Notion should make it so that when you have a note prepared as the cursor (ready to place in the score) and you move it up it should push a little into the above part's lower range before snapping to the above part when it is almost of top of its bottom line. This would mean people would not have to place a note then move it up or down to the extreme pitch they wanted to place it at as much.
Another possible idea to deal with this could be, to enable dragging of notes until the Left Mouse Button (LMB) is released:
-Currently a note is committed to the score on the LMB click. You then have to press escape to drag the note that you have just written. It could be that until the LMB is released it is possible to drag the note to a new position . i.e. in this case to the extremes of a register.
-Alternatively a modifier could be used for a similar thing. Press Alt and the cursor will go to an arrow, you can drag the note; Release Alt and the cursor returns to crotchet (or whatever note was selected before).
Alt becomes a temporary escape. ( I can see other uses for Alt as a temp escape also, time for a separate FR I think
