Vienna Ensemble and Problems with Transposing Instruments

OK, I am at my wit's end. I hope an admin or someone else can help.
I have a problem with transposing instruments (clarinets, horns, etc). I create a basic staff for the instrument (Clarinet Bb, for example). I set the transposition in the dialog box in basic staff settings for Bb, same octave higher.
If I were to use this staff to write notes to, everything would be fine, but I need to call a VE instrument. When I do, the Vienna Ensemble instrument seems to be adding yet another transposition to the transposition set by the staff, and everything is a mess.
Also, when viewing the score as transposed, the staff signature changes from the one set by the basic staff dialog box to the original signature of the entire piece. I've tried adding another key signature to transpose it back to the correct signature, but this doesn't seem to do anything but make matters worse.
What am I doing wrong? I've been struggling with this for a long time.
