Has anyone figured out if there's a way to create tempo changes for individual instruments that don't affect the entire piece?

Interesting question !

My first idea is :
under «Sequencer Overlay»
just try to cascade both the start and the end of a few note...
…and may be a slight stretch…
Its a kind of fake.

Can not figure any thing else !

This is currently not a supported function in Notion. The score moves as a whole. There are a few requests for this feature already and feature requests have been logged.

You can do it with a DAW application and at least two separate but synchronized NOTION 4 scores, although determining the exact procedure will require a bit of pondering . . .

Basically, I think it is a matter of algebra and ratios, so it will depend specifically on what you want to do . . .
