I've created a little utility for managing which techniques show up on the VstI technique/articulations palette, as illustrated here:

If anyone can get any use from this, I'd be happy to trade for help getting my freakin' custom rules files to work! Arrrgh!
NOTE: Currently, you must have a default installation of the 64 bit version of Notion4 installed. This should change in the near future...

Usage is fairly simple:
1) Start the application in ADMINISTRATOR MODE, if you're running from Windows Vista/7/8/etc. The NTM requires administrative access so it can backup the TechniqueList.xml file and copy in a new version with your changes.
2) Search the tree on the left panel and find the technique you would like to add or subtract from the VstI palette.
3) To view a summary of information on the technique, click on the technique. The right-hand panel will display the data.
4) To add or remove the technique, double-click on the technique in question. If the technique turns green and bold faced, it will be added to the VstI technique list. If it turns white and regular faced, it will be removed from the VstI technique list.
5) To save your changes, click the "Add Vsti Techniques to Notion" button.
6) A backup file of your current TechniqueList.xml is the first thing done under the hood. If you run into troubles, simply manually delete the TechniqueList.xml and rename the backup file (named something like "TechniquesList.201308301555540495.backup.xml") to "TechniqueList.xml".
