I don't know if this can be useful when writing custom rules... I've found this small free utility that reveals everything about all your VST plugins including the 4-byte unique code (the plug-in ID) that uniquely defines them. The program is called VST-Spy and can be downloaded freely from: http://www.tobybear.de/p_other.html
The output looks like this (the plugin ID is in the last column):
For some reason the program did not run on my Win7 64 machine, even in compatibility mode. Please let us know if you have better luck with it. BTW: Does anyone know of any other similar utility for Windows?

Your timing is unbelievable! I had just downloaded VST-Spy yesterday and found that a certain VST caused it to crash (probably because I'm in Win 7 64). I just ran VST-Scanner and it worked great. Thanks for posting this! Now I can get the plug-in IDs for the VSTi's in Kontakt Komplete (my wife bought me an early birthday present - Yippee!).
