Rewire Only Syncs Transport When Running - WAD?

I'm rewiring Notion as a slave to SONAR X2 under Win7 x64. The transport syncs well from any position when I start playback from either app, but changing the transport position (a.k.a. "Now time" in SONAR) in either app is not reflected in the other while the transport is stopped.

Is this a limitation of Rewire or a shortcoming of either SONAR or Notion or maybe an interoperability issue between the two? And if it's expected behavior one way or the other, is there any way to prompt the two apps to sync position without running the transport?

The goal, or course, is to have them stay in sync as I move around and go back and forth between them while composing and editing.
