One aspect of Notion 3 that made score setup really frustrating was the fact that you couldn't change the spacing and size of the title on the first page which pushed all the staves down the page. is it still like this in Notion 4?

No, in Notion 4 you can change the text size and the text font. It doesn't matter if that text is the title, the subtitle, the page number, things that you write, etc. You can change it.
