It is already there from N3.0.0.ecc.
But it works oddly to me, since it shorten/stops all the notes in the score at that point, not only the stave you put it in.
I must confess the my self-esteem started its fall downstairs when I realized that no one cares about my bug reports.

in palette under key and tempo signature, or push 4x number 9 on keyboard (no where is numeric keypad). If you double click on breath signature, you can edit length.

Oh, yes you're right it's there, and yes it behaves a bit odd when it interfere with all staffs.
