is it transferable? can I de-register, resell Notion 3, and have the new owner register the software in his own name?

This is Brian from NOTION Music. We do not technically support the resale of NOTION3. However, if you would like to deactivate a copy of NOTION3 so that it can be installed on another computer, you can do so by going to Help>Software Activation (NOTION>Software Activation on a Mac) and choosing "Return License."
