Is there a way to send a CC at the beginning of a song ?
Notion, Cubase 7, EWQLSO Gold, VSL SE

Yes, you'll need to record the MIDI CC to a sequencer staff and route it to the needed staff. See the manual and tutorials for more detailed info.

I didn't see anywhere in the manual how to write a CC value somewhere :(

You don't write it; you play it in. Not very convenient...

Many MIDI controller keyboards have knobs and buttons to so such things. You could get something small and inexpensive for that purpose.

BTW, it doesn't have to be CC20. You can change that in Wordbuilder to any CC you want.

I don't know. The routing referred to above deals with MIDI messages; if a program change is controlled with some sort of MIDI controller then it may be possible. Give it a try and let us know if it works.

If what you need is only a single cc value event (not actually "continuous" per se) then it could be done with a custom rule triggered by an "x##' articulation marking. This would alow convenient support for certain instrument libraries that switch things at a certain cc value like 127 or 63 or 0. You can't do anything like a smooth continuously changing effect, but you could do a simple trigger value. I did this to get a true "soft pedal" and "sostenuto pedal" and even a "half-damper pedal" that I can control by notation instead of having to perform them mechanically.

Is that the sort of thing you are trying to find a way for?

Yes it is. For the EWQL Choirs, you need to send a CC20=127 at the beginning of the song to reset the words sequence in wordbuilder.
