The difference between mp and ppp is large enough. Yet I hear no difference here. (See picture). What is the explanation?

I haven't had a problem with dynamics not responding. What instruments are you using?

Have you tried placing the dynamics markings above the staff rather than below? This is not supposed to matter, but in my experience it does.

Hi I tried your file and there were something strange with the mp, I deleted them and inserted new mp at the same location and now the dynamics seems to work
Don't ask me what the problem was, I have no idea.

I tried that and it did not work.

Indeed. I tried and now the nuances are OK. It's a bit strange. I think there is something to fix on N3.
