Presets not being offered for VSTis

This happens with several VSTis I use.
Here's how one looks in Sibelius:

Notice that there's a drop-down selection box for presets.
But in Notion, it's not there:

For this particular VSTi it makes it unusable, since no sound comes out unless you select a preset.

Is there a way I can enable the drop-down?





p.s.

Why must I maximise Notion every time I run it? Why can't it remember the window state like any normal program? It's so irritating.

yes i find the maximising every single time annoying also

I *think* the problem is that the VSTi in question uses program changes to load patches, not keyswitches.
It has programs from 0 to 7, but both 0 and 7 are "blank" (ie no patch is loaded).

Notion loads the VSTi with program 0 by default, so I get no sound. I've read that Notion does not support program changes. That's very annoying if that's the case and if I've correctly analysed the problem.
If it is the case, is there any way I can at least change the default program loaded?



(But I don't know what I'm talking about so this could be carp)
