It just occurred to me that I may be looking for the "allow tempo changes from slave" option in the wrong place (or checking a similar yet different box). Can you post instructions on where to find this option?

Find the "fx" button on a track,

choose the Notion rewire,

Image

and you will get this window where you can assign the rewire channels to Reaper tracks, at the bottom you will find the check box for letting the tempo come from the slave.

I'm on win 7 x64, and I don't even have rewire in the fx list, no matter what I do.

Did you start Reaper first? I have to do that so reaper will be to host, if I start Notion first the rewire will not be present in Reaper for me either.

If you start Notion only, are you able to see any rewire object in the mixer? and if so, can you see reaper rewire?
