The N3 bundled piano sample is not available for download with the rest of the samples? Odd.

The instruments available for download are updates from the original (and I don't think there has been an update to the piano patch). The piano should be available on one of the installation discs.

Yeah, I realized that. But why wouldn't they make the entire library available?

Surely in this age, disk space and bandwidth shouldn't be an issue. They already have most of the entire library. Why not complete it. This basically wasted and entire day I had planned of composing out of my apartment. I don't think it's an outrageous expectation, given such a large portion of the library is available, that they could just put the whole thing up.

Should I submit this as a 'feature request'?

This is Brian from NOTION Music. You can download all of the core sounds for NOTION3 from the demo page. Just go to http://notionmusic.com/products/notion3.html and click the link for the demo. Fill out the small form and you can download all of the sounds from the following page. We don't have them on the updates page to avoid confusion.
