I'm trying to import a midi file written in 3/4 time that needs a half rest at the very beginning. Then there are 2 eighth notes to begin the song, then a barline and the first full measure. It is importing with the 2 eighth notes at the start of the song and then the notes from the first two thirds of the second measure. So instead of rest, rest, 3 in the first measure and 1,2,3 every measure thereafter, I'm getting 3,1,2 through the whole song.
Simply inserting a half rest merely overfills the first measure and leaves all the other measures messed up.
Inserting a barline just splits up the first measure into two measures while leaving all the other measures messed up.
Any suggestions?

You need a pick-up measure. Highlight the entire first measure in the overall score. Then pull up the right-click menu and select:
Measure 1>Pickup Measure
If subsequent measures are still getting out of order, you need to remove the barlines from that point and reassign the locations of measure line breaks.
