hmm... strange, it works for me. Maybe not the way you expect... it's a cursor tool, not a highlight alteration. In other words, you should have nothing "selected" no highlighted notes at all, and you will get a mouse cursor that looks like ENH to then use to point at notes and click upon...

If I can make a suggestion for Notion developpers : it would be more simple to enter quarter, then 8th, then select the 2 notes and click "make tuplet"
