I think he means that Notion 2 customers with expanded sounds will receive the Notion 3 sounds to replace them at no cost, but I might be wrong... That would be great. The only question still is will they do a quick-and-dirty-now-they-can-used-with-N3 conversion of legacy N2 sounds not bundled with...

Just alerted from Kyle's post at Garritan Forum about the release of N3, I started looking for more information about to plan a purchasing in the next few days. As stated in the online User Guide (very helpful to evaluate N3's features until demo will appear) not all markings are available for play...

Operates on both systems....

As of right now this isn't possible, but certainly worth a feature request!!
