Did anyone from Notion ever mention a version 5? I saw a thread about updates, but I don't remember seeing anything from the admin about a new version. Maybe I'm mistaken.

I've always been a fan of Presonus. I've had a FirePod for 7+ years (it's always been rock solid), I've worked with some of their nicer mixers, and I recommend Presonus products whenever asked. If the first rule set doesn't work, try this one. I cut the staccato notes short (even though you clearly have a separate patch).

I'm not sure if this will solve the issue, but give the following rules file a shot and see what happens. All I did was remove the flag references (except for the first and last rule).

I don't use indentation as much simply because there aren't else or else-if statements within the rules. Each rule is usually one if statement after another (as is your example), so it becomes a little redundant to indent IMHO, but I know this isn't really the norm.
